Abstract

The past two Public Expenditure Tracking Surveys1;2 estimated that only about 44 percent of the budgetary allocation by the government (including commodities) reach level 2 (dispensaries) and level 3 (health centres). To overcome this challenge, the government has embarked on institutional reforms within the health sector in order to improve the country’s health care delivery systems. One of the reforms introduced is the adoption of “devolution” approach that allocates funds and responsibilities for delivery of health care to dispensaries, health centres and hospitals.
