Abstract

Joint performance monitoring is one of the principles for the Kenya Health Sector-Wide Approach (KHSWAp), designed in line with key international commitments on aid effectiveness. The health sector has institutionalized joint annual performance monitoring under the leadership of the Government of Kenya. This report is the fourth such annual performance report. It highlights the achievements, challenges and lessons learnt from the implementation of the fourth Annual Operational Plan (AOP 4) for the fiscal year 2008/09. The report first defines the approach adopted during its development and the challenges faced. Next, it highlights the achievements, challenges, lessons learnt and recommendations, with a view to informing the development and implementation process of subsequent AOPs. Finally, it provides a comprehensive overview of the sector’s performance during the year under review.
